21/04/2017Important informatin about your Rates Assessment

The Rates List has now been prepared and may be inspected at the Public Hall during the usual opening hours from Tuesday 2nd May 2017 to Tuesday 16th May 2017 inclusive. 

The Assessors will be present at the Public Hall to answer queries relating to assessments at the following times.

Tuesday 16th May 2017

10 am to 12 noon and 6 pm to 8 pm

An application may be made to the Assessment Committee for a Review of an assessment of any area of land shown on the Rates List. An application for Review –

  1. Must be made on the approved form (available from the Public Hall or on  http://www.parish.gov.je)
  2. If requesting a Review of the Rateable Value must provide details of other land in the Island with similar attributes where there is a significant difference (10% of the Rateable Value of the land in question or 500 rateable quarters whichever is the greater), and
  3. If requesting a Review of the assessment of Domestic/Non-domestic must provide details of the current use of the property, and
  4. Must be made on or before Tuesday 16th May 2017 to the Assessment Committee at the Public Hall.

An appeal against a draft assessment may only be made after a Review has been undertaken.

Notice is also given that in accordance with Article 11(4) of the Rates (Jersey) Law 2005 that once the Rates List has been approved by the Supervisory Committee it becomes the Rates List of the Parish for that rateable year.

07/04/2017Proposed redevelopment of the former primary school

Dear Parishioner,

I write to update you on the continued progress with the project to redevelop the former primary school, and to confirm the dates and proposals for the forthcoming consultation with parishioners over the development.

I would like to start by thanking you all for your continued patience and enthusiasm for the project. You will recall that, when HLG Associates (the Project Director) updated the Parish at the Assembly in November 2016, they confirmed that the consultation period on the proposed option would take place in the first part of 2017. Many of you have made contact with the Procureurs and myself since the Assembly, eagerly awaiting details of "what next?"

Over the past ten months, the client team (listed in Endnote 1) have been working closely with HLG and our other professional advisors (listed in Endnote 2), and have reviewed almost 20 proposed schemes for the development. A variety of factors, including the key findings from the survey undertaken amongst parish households in autumn 2015 (summarised in Endnote 3), were used to reduce this 'long list' to a more manageable shortlist of six options that have had a detailed analysis undertaken on them.

Part of this detailed analysis has involved assessing the shortlisted options against some 16 'scenarios' (funding options), as well as commissioning and undertaking some six studies related to planning and environmental matters. Finally, soundings have also been undertaken from the market on the potential demand for the various types of activity that may be accommodated (thus helping establish the viability of the options).

Taking all the above factors into account the client team are close to formulating a 'preferred' option for the redevelopment to place before a Parish Assembly which will be held on the evening of Wednesday 31 May 2017, at which parishioners will be asked to vote on approving the preferred option and the relevant implications arising.

However, before making a recommendation to a Parish Assembly we need your views on the preferred option. We are therefore launching a consultation exercise on 10 May 2017, and close the consultation period on 24 May 2017 (i.e. two weeks after the launch, and one week before the Parish Assembly).

The consultation exercise will comprise three main activities:

  1. an information leaflet will be issued to all Parish households which will set out some of the detail behind the preferred option and how we plan to deliver the Project;
  2. an online survey questionnaire will be established, which will enable Parishioners to provide their feedback on the proposals; and
  3. a series of 'drop-in sessions' will take place at the Public Hall, where Parishioners can come and meet the Client Team and see the proposals for themselves.

The 'drop-in sessions' will take place on the following dates / times (all times BST):

  • Thursday 11 May 2017, 5:30 – 7:30 pm
  • Saturday 13 May 2017, 10:30 am – 12:30 pm
  • Tuesday 16 May 2017, 4:30 – 6:30 pm

The dates / times of the consultation 'drop-in sessions' have been staggered to ensure you can find a date / time that suits your availability. The client team are keen to meet as many parishioners as possible, and hear as many views as possible.

I hope that this update on the project is of interest to you, and that you will find the time available to both take part in the planned consultation exercise and attend the Parish Assembly.

    2. the majority of residents want the Parish to continue to lead the development and retain ownership of the site, with four out of five respondents being strongly against the Parish disposing of the site for development by others;
    3. the residents favour a mixed-use redevelopment of the site that does not result in any "financial burden" on the ratepayers to have to pay for its future operating costs.

31/03/2017Remembrance Garden

​The Ecclesiastical Assembly approved plans for St Martin's Parish Church to create a Remembrance Garden in what is known as 'The New Cemetery' (the one which was created in 1954).   This will be financed by two generous bequests and will enable ashes of non-parishioners to be scattered in the cemetery.

The design for this reflective space is centred around a labyrinth and was inspired by the 14th/15th century labyrinth to be found in Chartres Cathedral. 

The labyrinth will be created from pink granite sets and surrounded by paths with two pergolas. There will be benches and plantings of Gertrude Jekyll and Darcy Bussell roses with a surrounding hedge of lavender. 

The focal point is yet to be agreed and it is hoped that subtle lighting can be introduced.  Permission for the pergola has to be obtained from the Environment and Planning Department before these can be installed

These plans were created by Michael Felton from Rev Gerry Baudain's original sketches.
